| Tanggu Marine Hi-Tech Development Area, established in June, 1992, is now the only national marine hi-tech development area in China. It was listed in the scope of Tianjin Hi-Tech Industry Park upon approval of SSTCC on behalf of the State Council in January, 1995, when it was promoted to be a Country Level development area. The Hi-Tech Development Area is located in the core area of Tianjin Binhai New Area, west of TEDA, east of TEDA West Area, south of Beihuan Railway and north of Beingiing-Tianjin-Tangshan Expressway. The planning area now is 44.5 km². It is one of the three functional areas (together with Tianjin Linggang Industrial Area, and Central Business and Commerce Area) of Tanggu District.
So far, 13.72km² land has been developed and the built up area is 8.49km². The road network framework of “five vertical and eleven horizontal” has been formed initially. It has advanced carrier functions of power supply, heat supply, gas supply, water supply, water drainage and communication, etc. In 2006, the Marine Hi-Tech Development Area started to develop and construct the expansion area. By now, degenerative projects covering 3.39km² has been approved, which creates pre-conditions for the project implementation.
Since its establishment, the area has experienced rapid development of economy, with the added value presents an average annual increase of over 30% and the tax revenue presents an average annual increase of over 20% annually. From 2002 to 2007, the added value of Marine Hi-Tech Development Area increased at an average annual growth rate of 37.9%; the gross industrial output of foreign funded enterprises has increased by 3.3 times, with the CAGR of 26.9%; the tax revenue increased with the CAGR of 23.4%.
By the end of the first half of 2008, there were 2068 enterprises registered in Marine Hi-Tech Development Area, 517 of which were foreign-funded enterprises, 23 countries and regions made investment in this Area, such as America, European Union, Japan, Korea, Hong Kong and Taiwan, etc. The COSL offshore oilfield device manufacturing base with a total investment of RMB 22 billion and the headquarters economic area with investment of RMB 4.3 billion have been started.
Five competitive industries have been formed i.e. marine industry, new materials industry, oil manufacturing industry, modern mechanical manufacturing industry and electronic information industry. Represented by COSL, CNOOC, National Marine Data & Information Service and other enterprises, it has reached the domestic leading level in respect of services, research and development of offshore oil integrated, research, development, design and construction of offshore oil projects, design of hydroelectric projects, and marine data & information services, etc.
It now covers an area of 330,000m². Phase 1-3 works of Incubation Industrialization Base’s “Binhai Innovation Park” which has the largest scale in Binhai New Area has been completed and put into use. The two platforms of “Innovation Service Center” and “Innovation Park” provide support and services for development of small and medium science and technology enterprises. In 2007, new and hi-tech enterprises realized RMB 5 billion of added value, accounting for 67% of total of Marine Hi-Tech Development Area.
In 2008, it began to implement the dual-wheel driving strategy，i.e. high & new technology industry and modern service industry, to push the development of headquarters economy, manage to establish Marine Hi-Tech Development Area into a modern scientific and technological industrial park of high & new technology industry with the largest scale, advanced modern service industries and strong independent innovation ability in Binhai New Area. |
