Function orientation: The hi-tech development area is based on its location advantages, open to local and foreign enterprises, radiates Bohai Bay and serves the Binhai New Area. It aims to be an innovation leading area, hi-tech industries promotion area and headquarter economy accumulation area in Binhai New Area and becomes a modern marine eco-technology park with outstanding features, complete functions, sound service, highly openess and efficient economic development.

Spatial arrangement: Six industrial parks will be developed and constructed with the layout concept of “two axises, one zone and one core” . Two axises – means a urban function axis based on Tanghan Road for leading the city to expand northward; an industrial development axis run-through west to east and taking Taishan Road and Tianshan Road as the skeleton for connection with the advanced manufacturing industrial base. One zone – means a waterfront residential zone with continual water system and green open land around Jinshui Lake. One core – means the commerce and business service core centering on Binhai station area. Six parks – means the Railroad Junction Business Park, the Headquarter Economy Research Park, the Modern Urban Industrial Park, the Conventional Industries Upgrade Park, the High and New Technology Development Park and the Education and Technology Training Park

Railroad Junction Business Park: a modern business park covering high grade business service, station sqaure business and recreation&entertainment, gathering people, information and fund by means of convenient and swift rail transit.

Headquarter Economy Research Park: attract integrated headquarters of all kinds of industries, as well as R & D, marketing, purchasing, accounting and other functional headquaters. At present, two key projects are under construction in this area, i.e. the Offshore Oilfield Exploitation Equipments Base and the Marine Hi-tech & Commercial Park. The Offshore Oilfield Exploitation Equipments Base is invested by China Oilfield Services Limited and the total investment is estimated as RMB22billion. The base will cover an area of 620,000m², mainly including headquaters office building, data processing and explanation center, R&D and technology integration center and production supporting center etc. The Marine Hi-tech & Commercial Park is invested by Beijing Development Area Co.,Ltd and the total investment is estimated to be RMB3.5billion. The park will cover an area of 230,000 m², mainly including independent office building, office tower, supporting commercial facilities and 5-star hotel etc. The park can hold more than one hundred headquaters after completion.

Modern Urban Industrial Park: The project of China North Jewelry Base organized by Sinosteel Tianjin Geological Academy, has seleted its location in this park, which covers 1 m² or so. This is base is aimed to be the largest jewelry base covering processing, distribution and display of gold, platinum, karat gold and jade articles.

Conventional Industries Upgrade Park: To develop competitive industries such as machinery manufacture, process of new materials and commodities and modern logistics, extend the industrial chain and promote industry cluster.

High and New Technology Development Park: The development of this park focuses on the electronic information and photoelectronic industry and there is flexibility for comprehensive development of the park. Currently, the project of Taiwan Industrial Park, which is invested by Taiwan Yuanlong Electronic Co., Ltd, has choosen its location here. It is proposed to cover production and processing of electronic components, illuminating apparatus and chips.

Education and Technology Training Park: Base on the current Binhai Polytechnic Institute, a set of high-grade facilities for teaching, research and training will be constructed in this park covering production, learning and research to provide qualified personnel for serving the industry development.
